The 1990s are generally perceived as the Golden Years of minority rights. However, developments have since taken a different turn. What made the 1990s so successful, and what has since changed? These are some of the main questions raised in this pamphlet.

In 2013–2016 Astrid Thors acted as OSCE High Commissioner on National Minorities. Over the years, she has also been a Member of the Finnish Parliament, Member of the European Parliament and Minister of Migration and European Affairs in Finland.

Drawing on her extensive experience, Thors looks back at the developments that have taken place within minority policy in Europe over the past three decades. What are the main issues Europe has faced, where are we now, and what might the future hold for minority rights and policies?
